Placed Employee Apprentices

As part of the response to the Leitch Review the UK government introduced the Education and Skills Bill in November 2007 including a key proposal that young people will have a duty to participate in some form of education and training post 16 which could include:

  • Full-time education at school or college
  • Work-based learning such as an apprenticeship
  • Part-time education or training

Young people will still be able to work in businesses, providing they are engaged in at least part-time education or training.

Placed Employee Apprenticeship (PEA) schemes allow 16-18 year olds to meet the legal requirements of the proposed legislation whilst providing a cost-effective way for businesses to employ young people who are broadening their skills base.

Who are Placed Employee Apprentices?

PEAs are usually individuals aged 16-18 who will:

  • Work towards an industry-recognised qualification while at work
  • Work 5 days per week (not exceeding 37.5 hours per week)
  • Be employed on a fixed term contract
  • Be on a Contract of Apprenticeship that classifies them as a “worker”
  • Be paid a minimum of £80 per week* with reimbursement of travel expenses (e.g. bus pass) normally required

*Protocol Skills recommends a minimum weekly wage of £100 per week (VAT is chargeable on any training allowance).

What are the employer benefits?

  • Access to funding support
  • Recruit individuals who are genuinely interested in working for your business
  • Access to motivated people who are keen to learn and progress
  • Learners gain knowledge and skills that immediately benefit your business
  • Employees with better customer care skills improve customer loyalty
  • Increased employee motivation
